No, casual events are for players looking for direct social gaming. Online gaming doesn’t qualify, and like all WPN events, proxies are not allowed.

My apologies if I'm accidentally casting Raise Dead here, but I recently was linked to this article from Kim Warren (note that it is over a year old, so it may be outdated):

Given that information, would tournaments that use proxies be reportable to WotC as Casual Magic events? All of the examples given in the article all use legal, official Magic cards, so it's not perfectly clear to me if the “doesn't use the MTR”-ness of a casual tournament is enough for proxies to be sanctioned. If it isn't, where is it stated that all sanctioned events must use official, legal Magic cards?
