I have the following twisted situation, and I want to know if it works:
Norin controls an animated Mox Diamond enchanted with an Infinite Reflection.
Alesha plays a Mind Rot.
Norin discards a Loxodon Smiter and a land. The Loxodon will enter as a Mox.

Two questions:
-Can Norin discard the land for the Moxodon if he has another card in hand?
-Can Norin discard the land for the Moxodon if he has no other card in hand?

No, Norin cannot discard the land for both the Moxodon and the Mind Rot. The land has already been chosen to be discarded to Mind Rot, and so cannot also be chosen to be discarded for the Moxodon's ability.

Norin will have to discard some other land card if he wants to keep the Moxodon; if Norin does not have another land card he's willing to discard, he's going to be unable to fill the Moxodon's requirement and end up with nothing on the battlefield and both a land and Smiter in the graveyard.
