This is a valid point. The more I thought about this the more it seems to me that the issue is that each player is supposed to do something, and in theory neither did (controller makes a zombie token, opponent puts creature into exile).

I believe what is generally thought of to be an “active” ability is something like a spell or activated ability on a permanent. Perhaps the more correct thought is “if an effect instructs you to do something, it's active”.

This also means that hexproof/shroud is never an “active” effect.


Would a good way to think about this be “Both players participated in the error”?
The words active and action are loaded with a lot of baggage in Magic rules.

Player A targets Player B's hexproof creature with a spell. Only Player A has really “actively” participated in something going wrong. GRV-FTMGS

Player A puts a Pathed creature in the graveyard. It was Player Bs instrution and Player A did the wrong thing. Both participated. Doubs GRV

I think we need to think about the reality of the situation and how these
effects are resolved in this context. I don't think players are in the
habit of reaching across the table and exiling their opponents' creatures
when they die with Kalitas in play!
