Legacy constructed format, REL:Competitive.

A player had banned cards in his/her mainboard, hence we are going to add basic land of the player's choice as D/DL remedy. Because of Legacy, I think that player can request any of eleven kinds of basic land (snow-covered / wastes), but is it possible at the discretion of TO to restrict it to five “basic” land for reasons such as others are not available at venue ? Just curious.

The store doesn't have a responsibility to provide basics. If the player
chooses to swap in basics, it's on the player to find them. It's great if
the store has some available, but don't delay your tournament because the
player absolutely must have Snow Covered Forests and he doesn't have any on
site. I would give the player the usual 10 minute window to find the cards
he wants to use. (If we are issuing a Game Loss that ends the match, then
he has until the next round, I suppose.) At that point, the player can
either present a legal deck with all banned cards replaced with basic
lands, or he can concede the match.

I'm pretty sure the philosophy of the fix is to only allow Forest, Island, Swamp, Plains, Mountain - no snow covered lands or Wastes. For the life of me I can't find anything to back that up though.

I thought that too the 6 basic lands only.

If a player is required to replace a card in his or her deck and is unable to find a replacement, the player may replace the card with a card named Plains, Island, Swamp, Mountain, or Forest of his or her choice. This also applies to cards that are lost.

Thanks all. It makes sense to restrict 5 basics as IPG is on top of MTR.

Sidebar, but is there a reason why Wastes aren't included? They are designated as basic lands for all other purposes.. or would that be a better question for its own topic..

Well, primarily because Wastes didn't exist at the time we wrote that policy.

However, much like Snow-Covered basics, there's (slight?) potential for strategic advantage by choosing something other than Forest, Island, Mountain, Plains, or Swamp. Also, the availability of any basic land other than those five is uncertain, and there shouldn't be any burden on either judges or stores to provide these replacements. (We are making a reasonable assumption that stores almost always have extra basics available.)

Just to add something, since Duel Commander is a thing in France, and since Competitive events happen regularly, I can say that we extend this rule to Wastes for Colorless decks, for obvious reasons of deck legality. This I agree is something that adds burgden to Judges but it is still manageable(for now since wastes can be found easily). I am not sure that this is sustainable 12 years from now.

Duel Commander isn't covered by the IPG so I imagine you can do what you like.

Yeah, I worded that very poorly, haha. It was more a question of whether or not the policy would be updated.

I can understand that we would hope stores would have basics, but in the cases where a person may make this sort of mistake (let's say for some reason I play my Eldrazi legacy deck and leave shops in instead of switching out for City of Traitors, just for example) - I personally wouldn't expect the store to stock Wastes. I, as the player, am ultimately responsible to find replacements, and I carry basics (including Wastes) on me for that very reason.
