Dominating Licid

Thanks to the latest update on the Comprehensive Rules (http://www.wizards.com/Magic/Magazine/Article.aspx?x=mtg/daily/feature/266b&page=3), the following question finally has an answer:

In a recent issue of *Cranial Insertion*, Eli Shiffrin
mentioned<http://www.cranialinsertion.com/article/545/#comment169>that
Dominating Licid basically doesn't work within the current layer
system, since after activating its ability and turning it into an Aura,
“You control enchanted creature” applies in layer 2, but since the Licid
doesn't become an Aura until layer 4, “enchanted creature” is undetermined,
so no control change can happen:

*303.4i.<http://wiki.internationalmagicjudges.net/index.php/Comprehensive_Rules#303._Enchantments>
* If a non-Aura permanent has an ability that refers to the "enchanted
“ that phrase doesn't refer to any object or player.

I understand that, since the Head Judge is allowed to ”fix" mistakes in
Oracle texts, we can have our players play their Licids as intended:

*MTR 3.6*<http://wiki.internationalmagicjudges.net/index.php/Magic_Tournament_Rules#3.6_Card_Interpretation>
Players may not use errors or omissions in Oracle to abuse the rules.
The Head Judge is the final authority for card interpretations, and he or
she may overrule Oracle if an error is discovered.

However, could we have an official statement on this?

The phrase "enchanted " now refers to whatever the object is attached to, no matter what its types are. As a resut, the control effect of Dominating Licid does work.
