I honestly do not know the requirements for when a PPTQ has to draft or not.
If you have a sealed portion, and a draft portion, the product needs to be the same.

1) You have to draft with the same product as the sealed.
To clarify, are you saying IF you draft Top 8, you must use the same product as you did for the sealed portion?
Or, are you saying that every Sealed PPTQ MUST run a draft for the Top 8 (in contrast to GPTs, where the TO can choose to run the Top 8 using the same sealed decks from the Swiss rounds)?
