Abzan Beastmaster is not interviening if because there is no condition for it to trigger. Specifically, the word “if” is not directly after the comma.

At the beginning of your upkeep, (if? something), do something.

Abzan beastmaster lacks the (if? something), thus it's not interviening if.

Wording of abzan Beastmaster if it had an interviening if-clause:
<strike>At the beginning of your upkeep, if you control the creature with the greatest toughness or tied for the greatest toughness, draw a card.
</strike>

Would answering the question “Will Chalice of the Void affect storm and/or replicate copies?” also be considered giving a rules answer?

Well, I don't understand the question, so I can't answer it at all! :)

Are you asking if casting Chalice of the Void will count towards Storm? Yes, it will.

Are you asking if casting a spell that's countered by Chalice will still count towards Storm? Yes, it will.

Are you asking if the copies will be countered by Chalice? Ah, that's probably it, huh?! We can answer that, sure - “No, because the copies aren't cast, so Chalice won't trigger - no matter what it's set to.” We don't even have to dig in to the depths of CR 706 for this one!

I find with a question that feels strategic in nature, following up with “what do you expect will happen?” is a good follow up to get to the meat of a rules question.

“Can I Spellskite my opponent's equip ability?”
“What do you expect will happen?”
“His Batterskull will be equipped to my creature.”
“No, Equip does not work that way.” (Paraphrased)
