So the new MTR has the following immediately after the line you quoted:

Non-basic lands from teh Zendikar Expeditions set are allowed when opened in Battle for Zendikar or Oath of the Gatewatch boosters

For the record, I think that line is included for the sake of the original Zendikar, in which random packs very occasionally had Moxes in them :-) It also covered the 10 Magister of Worth cards that were distributed as part of the Conspiracy set teaser.

It's actually a page before under MTR 7.3, but yes. They're also replacing a common slot, as I understand it, so that makes it doubly-strange to not have them passed with the pool, given how this has worked historically.

That being said, the current language in the MTR is definitely ambiguous enough that I understand people (incorrectly) interpreting it the other way, especially given that choice to give them a unique expansion symbol. The fact that the earlier statement simply says they are allowed for use in limited tournaments rather than saying they are from the expansion for the purposes of limited tournaments (might also not be the best phrasing) could lead to just misinterpretation.

Wizards is currently holding internal discussions about keeping or passing Expeditions, for Sealed Deck. Their hope is to have more information by the end of this week.

This is the only time that a proxy is allowed in a sanctioned tournament… and it definitely doesn't apply to expensive cards you don't want to see damaged.
