The question is simple. Are the rulings and notes included in Gatherer considered oracle text that players are entitled to?

And, thankfully, the answer is also simple: “Yes”. :)

Correction: players might see rulings when we show them Gatherer - it's not a deal-breaker.

However, they aren't *entitled* to those rulings as part of the Oracle text. If you have a means of only showing them the Oracle text, even better; but if not, if there's a chance they could see rulings … c'est la vie.
