Here's everything Uncle Scott has written in this thread about how to deal
with the situation:

It seems pretty clear to me that Scott is saying that the player pays 8
life here and loses the game.

The cards are not recoverable, so life must be paid. The player has now
resolved Sylvan Library's ability and violated CR 117.3 in the process, but
no backup is possible. The player ends up with a life total of 0 or less
and loses the game.

Do we issue the GRV?

I'm tempted to say no, just because it's rubbing salt into a wound and the de facto game loss is already a worse penalty than a warning. But technically, they did violate a game rule and policy says we should issue an infraction.

There hasn't been a penalty applied yet, just a “fix”. The ruling is that
since the player has not put cards back, the default option of paying 4
life per card not put back has been exercised. But doing so while at less
than 8 life results in violation of CR 117.3 and a situation that, barring
corner cases, results in the player losing the game.

In the interests of consistency, though, I think we have to give the
Warning for GPE-GRV. We would do so if the player had the life and failed
to mark the change, and there is no reason evident for a deviation in this
case.

Yes, there're no possible precise backup.

But it is same thing about DEC(because once the extra card shuffled in one's hand, anyone can't verify that card).
Up till ORI, we issue GL on DEC because of that advantage and we can't fix it, but it has changed.

Final state(after he/she complete resolving of the ability) of this situation and DEC are nearly same.
Some cards moved into one's hand illegally.
Certainly, Sylvan Library allows he/she to draw 2 additional cards,
but it don't allow to make the cards undefinable without paying the cost.
Because he/she can't pay the cost, he/she should keep separate the cards, but he/she didn't.
It corresponds to “Has excess cards in his or her hand that cannot be accounted for”,
because he/she must put back additional cards but he/she can't do that.
I think, this is an violation, not mere clumsy playing.

So, I think, we should issue infraction and give penalty, and make reasonable fix.
Now we have the new way to fix DEC, we can apply it to this situation.

We already have ‘O’fficial answer, so I don't think there are good reason to ‘discuss’ about this any further.
