Pauper-Standard? Or Standard-Pauper?

I have been looking through both the CR and the MTR, and neither document contains a lot of information about the Pauper format, so I wanted to come here and ask my fellow Judges for some input!

This will be the third year that our community will be organizing a gift-swap/Standard/Pauper tournament. In previous years this has been fairly straight-forward: when constructing your deck, only use cards that were printed at common in the standard-legal set. However, this year we have been getting lots of questions about how to handle the pauper/standard intersection, especially when it comes to Treasure Cruise, which is banned in Pauper, but not in Standard. Since we haven't had to deal with banned cards before, this has put us in a bit of a pickle!

I expect that the correct answer is going to be to do whatever the community wants since there doesn't appear to be too much official guidance on this, and I am not expecting an ‘O’ answer to this. I am more interested in seeing if anyone else has tried to run this type of tournament before, and how you might have resolved this kind of question.

I would typically advocate the super safe option when mixing formats:
If a card is banned in either format it's banned in the combined
format.

It might be less fun, but having a silly degenerate format is even less fun.

I agree, if for slightly different reasons.

Standard pauper is not going to be degenerate with treasure cruise, but way
less varied. A lot of players will be either be playing a base-blue deck,
or at least splashing blue for 4x treasure cruise. And I'd bet a lot of
money that the deck that utilises treasure cruise the best and is optimised
for the mirror will win the tournament.

Treasure Cruise is not banned at the moment and the meta seems balanced.

We used to run Standard Peasant tournaments (even more unofficial) and we had our own custom banlist. For example, Nightshade Peddler-Izzet Staticaster was too dominant back in the day so we banned Peddler (the deck still existed with Maze Abomination, fun times).
So if your community is too scared of Cruise ban it. If you've ran a few tournaments and it seems too dominant in the local meta, ban it.

Thanks for the links! I looked over the info with a couple other judges and we decided that Treasure Cruise should be fine. We aren't really worried about dominance in the meta since this is a one-time thing, but it is good to see that someone elsewhere is seeing success with it in the format.
