WER Issue on a PPTQ

Is there anyway to change the pairing method in WER after you have already declared your event. A tournament organizer declares that he will be hosting a PPTQ in a specific date by pre-entering that it will be run a Swiss. Nevertheless, if only 8 players come to the event and you have to run single-elimination you evidently cant.

Just drop players as they lose and you get the same result.

Effectively, 3 rounds of Swiss for 8 people is very similar to single-elimination; the 4 people who lose in round one can continue to be paired, and play if they want, but they can't win the event.

The important thing is that you observe the MTR rules re: single-elimination matches - i.e., no draws. (MTR 2.5, end of match procedure, and the paragraph about single-elimination.)
