Slow Play has to do with the pace of taking physical actions in the game. If it's not fast enough, the players are committing the infraction.

Stalling is intentionally modifying your pace of play with the intent of taking advantage of any time limit. It doesn't necessarily need to be a round timer, but this is certainly the most common one you will run up against.

If the players have physical actions pending in their game, they need to keep taking them. If there are no actions pending, they can't commit Slow Play. (i.e., The game is finished, but the players have not filled out their match slip.) And it would be very difficult to construe their actions as taking advantage of a time limit.

Choosing not to play means you concede from the match, right? Can both players concede the match? :)

Don't overthink it: if players are not playing, instruct them to play. We
don't want them to potentially delay the tournament.

Sorry, this may be a bit of a newbie question. If the players had finished playing their match, but had waited until after the other match had finished to fill out their match slip, could one of them choose to concede so that his teammate with a better matchup gets to go to the finals? Is this outside the bounds of ‘any time’ in being able to concede at any time (i.e., after the games have technically finished)?

As long as the slip isn't in, players can concede / draw, etc.

If they are teammates they “waiting players“ will have possibilities to spent time to their match without slow play.

They can do “play the first 3 turns in a game and then make it a draw“. And Start a new game.

This would not be sloy play, would it?

It might be worthwhile to note that every played match must be recorded. That includes playing out games and waiting at the end of the third as well as drawing a billion times. I don't see a problem with this as long as players do not go out of their way to determine results or even influence others.

For example if two tables both wait on the other to finish we are going to have a problem.

It feels as though we have incomplete information. For instance, did they quit playing as the other match was resolving? Did they just stop playing mid-game and wait for longer than a minute or two? Were they possibly at the end of a game and getting ready to shuffle? And if they stopped playing, what were they doing?
