Adam and Nathan are playing in the finals of a local PPTQ. The finals are being streamed with live commentary from a spotter in the building. Adam goes to crack a fetchland on their turn, placing their hand face down on the table while they do so. They find their land, and proceed to shuffle their deck. While shuffling, a card falls out of their deck face-down, onto their hand. They pick up the card and shuffle it in without hesitation, Nathan proceeds to call a Judge on the situation, as the card did touch their hand.

While investigating, the spotter approaches you, and says that they can confirm the card that was shuffled in, was the card that landed on the hand, and it is on camera if you need more confirmation.

As it stands, the MTR doesn't really cover use of footage like this at non-professional REL. Can you use this information? Do you give any ruling at all, or just advise the players to continue and be more careful?

You can take spectators' recollections into account when making rulings, so you can listen to the spotter.

Just don't get lost in the weeds of rolling back footage.

Well I feel the fool now, for some reason that being a spectator never clicked in to me =v

This is directly covered in the MTR.

Video replays may not be used to assist in making rulings in tournaments other than a World Championship, World Magic Cup, or Pro Tour tournament. Players may not request that a judge consult a video replay. Video replays may also be used for investigative purposes at a later time.
