Scott, for clarification, is the problem with your example 1 (“if I concede will you give me all the boosters?”) the talk of concession specifically or the distributing of prizes in general.

Put another way, would “if I drop will you give me all the boosters” or “you can have the invite if I can have all the boosters” be acceptable in the finals?

The “rule” I thought was in effect was this: You can concede/drop. You can
suggest an alternate prize split. You *cannot* combine them. So, offering
to change the distribution so that the loser gets all the boosters is fine.
Once that is accepted, the player that made the offer can drop, but
connecting the drop to the alternate prize distribution is the problem.

I Repeal my previous comment. As far as my JudgeApps search goes, the only

MTR 5.2 is surprisingly ambiguous about what players can do in the last round of the single-elimination portion of a tournament, but I'd like to mention two examples. Note that this entire post concerns *only* the last round of the single-elimination portion of the tournament.

Example 1: “If I drop, will you give me all your prizes?”
Example 2: “If I concede, will you give me all your prizes?”

Common understanding is that Example 1 is acceptable. (I would like to say that the MTR explicitly allows it; however, the MTR is not explicit on this issue.) If Example 1 is acceptable, then Example 2 also needs to be acceptable. First, because as long as the result is recorded properly (i.e. as a win-by-drop), there's no difference between those two outcomes: final ranking, Planeswalker points, etc. are all the same. Second, because it's not realistic to expect players to understand the line between dropping and conceding – largely because of the previous point – much less be able to walk it.

Note that at the time this policy was originally written, there *was* a difference between a drop and a concession, because the Magic rating system used at the time changed players' ratings differently depending on whether there was a drop or a concession; a concession was more favorable to the winning player. I believe that concessions were forbidden at that time because WotC didn't want players manipulating the rating system through last-round concessions, since a high enough rating meant byes at GPs or even invites to Pro Tours. Now, however, there's no difference; a player gets the same number of Planeswalker points for a win regardless of whether he has an opponent.

In any case, MTR 5.2 really needs to be rewritten for clarification.

Do you know how recently these changes happened?

If I am not mistaken, Planeswalker points replaced the old rating in the summer of 2011.

I believe Planeswalker Points were introduced end of 2011. However, I
believe Steven's point is incorrect, as when you drop before playing the
final round, there is no match, no winner, and therefore no gain of
Planeswalker Points.
