Are hand-cut cards authorized for sanctioned tournaments?

Hi!

A player approached me at GP New Jersey to ask if a card was tournament legal. The card was 4-way miscut Blue Elemental Blast but on closer inspection I determined it to be hand-cut from an uncut Revised sheet. I wasn't able to give him an answer other than “it's up to the head judge” because I didn't honestly know.

Are hand-cut cards authorized for sanctioned tournaments? Let's assume for this discussion that it's quite clear what the card is (only one card's title visible).

One issue that you can have with handcut cards is that they are almost
always not exactly the same size. Take a standard Magic card and put them
back-to-back and you will almost certainly see some card sticking out
around the edge.

This matter has raised a policy review and we will make the answer clearer in future policy update.
In the meanwhile they are considered legal, as long as they are not marked.
