Yes, definitely. Enter a warning into WER and put in the explanation "For tracking only. “ Then, it will go on his record and there will be some explanation of it.
You cand o this in judge center, too. If there is an incident which is interesting and may be cheating or USC, but you don't quite have enough, you can always enter the incident in judge center. In that case, again you would put ”FOR TRACKING ONLY“ or something like that into the description.
Creates a history just in case.

While reading Kevin's GP Los Angeles Head Judge report, I came across an interesting quote:
I also informed him (the player suspected from cheating) that I'd make sure this is added to his personal Warning Record for the purpose of tracking. To that purpose, I did enter in DCI-R a penalty for LEC, mentioning that it had not been officially issued but was entered for the purpose of tracking potentially concerning behaviours
I was looking for an opportunity to report potentially cheating players even in cases when no penalty is issued, and this seems like an elegant solution.
Is this something we are allowed (and perhaps even encouraged) to do - to enter ”penalties" into WER in potentially shady situations while stating that the penalty was not issued, and is used for tracking purposes only?
