To me, it's pretty clear that he broke a rule. Let's have a look at MTR 2.2: In playoff matches, a different play/draw rule is used. In playoff matches, the player that was ranked higher in the Swiss rounds chooses either to play first or to play second in the first game of each match. For the second and subsequent games, the loser of the previous game decides whether to play first in the next game.
This player knew that rule, broke it intentionally in order to gain an advantage, so this seems a pretty clear DQ to me.

For comparison, suppose a player starts to play, his opponent says that he forgot to draw for his turn (because that opponent doesn't know that the player who goes first skips their first draw step), and he accepts this, even though he knows the rules don't allow him to draw a card in his first turn. Seems the same to me.

We've had a similar situation in our area. The player claimed he thought it
was allowed to ask your opponent and that the opponent could agree.
Apparently some players had been discussing this option. I can see players
thinking it similar to asking your opponent if they want to concede when
you sit down.

Do you care if he doesn't realise that he's not allowed to trick his
opponent like this?

Yes, because for a DQ he has to break the rules knowingly. However, from this Tweet it's pretty clear to me that he knew the rules… or at least, he thought he did.

To me the tweet doesn't convey that same impression. I ask myself if this
could be done without realising it was wrong. Some thoughts come to mind:

* we don't require players to help their opponents most of the time. They
can make mistakes, miss triggers etc.
* this procedure is fairly new which can lead to misconceptions.
* the player might think that the player deciding who starts can choose
this any which way, even if they don't know the rules, the player might
think the player is taking a legal action through less understanding of the
rules.

Now, I'm most certainly not saying I'm not suspicious. However, had it been
me, I'd like to ask some questions before I feel I have explored the things
I'd like to explore before making my ruling :).
