Possible time zone bug with JudgeApps event applications?

Howdy!

I applied to the (Seattle, WA) SCG Modern States event ( http://apps.magicjudges.org/events/4222/ ) at Oct 4th, 2015, 10:12PM PDT. Even though this was within the time period, I got the error message “Application deadline passed.” I contacted the TO directly to apply, but I did flag this issue with the intent to report it when I got back in town. I'm not certain if the evaluation of when “midnight” is is being calculated relative to the local time zone or some other time zone, but there may be an issue here worthy of a brief review.

Cheers,
-Zach

I understand the site is based on Universal Coordinated Time (UTC) so the applications would have closed at 5pm PDT. This is probably something that should be confirmed, and if necessary changed.
