Redistricting of the USA for Regions

As a result of the tremendous growth of the number of judges in the
USA, and feedback and discussion we have had with all USA RCs,
effective January 1st a few states in the USA are moving to other
regions. I'm excited to share with you that Riki Hayashi and Nicholas
Sabin have both expressed interest in becoming Regional Coordinators
and are therefore added as USA RCs.

North Carolina will move to the Mid-Atlantic with Nicholas Sabin, as
judges in NC are more often interacting with those in the mid-Atlantic
area.

Secondly, Pennsylvania, Kentucky, and Missouri, to will shift to the
Central region under Dan Stephens. Kentucky judges tend to border the
northern part of their states and a bulk of the judges in Missouri
share association with their across-the-river judges in Illinois.
Pennsylvania is a difficult state to fit (being essentially divided
east and west by mountains) but determined to better fit with the
Central area.

Lastly, Utah, Wyoming, and Colorado, who's three communities are
usually associated, will now be talking with Riki Hayashi under the
Northwest.
