on the tab format, it it is written that the playoffs can be in sealed.

Formats for Preliminary Pro Tour Qualifiers vary by location, and can be one of the following formats:
Standard
Sealed Deck with a Top 8 Booster Draft playoff or a playoff with Sealed Decks used in the Swiss rounds. Check with your local organizer for full details.

Does it apply only for 8-player tournaments or is it applicable for all tournament sizes?
