While his language suggests he's doing the former, the only way to be sure is to ask Norp. If this information is relevant to Abe's decisions, he should ask.
It can be in one of two places: it could be on the stack above the Company (if they sacrificed the Scion for mana during the announcement of the Company), or it could be below the Company (if they sacrificed the Scion for mana, then cast the Company in response to the Cutthroat trigger). If they want to make a play based on where that trigger is, they should ask Norp for clarification about where it is on the stack.
Based on the way they said it, I'd say that the trigger is under the company, but I could be easily swayed based on any previous encounters or any physical actions.
It seems to me like he's simply proposing a sequence of actions, and since he didn't specify that he was sacing the scion as part of casting the company, I'd default to ‘he sacced it before casting’ since that's what most players do.
