What about the missed trigger exceptions from the IPG?

2 notable “missed trigger remedy” exceptions from the IPG are the delayed zone-changing trigger (Obzedat, Ghost Council) and the default action (Fettergeist).

For regular REL, do we treat these differently as well or do we treat them just like any other missed trigger?

EDIT: After a conversation on IRC, the exact problem was pointed out to me: it is unclear how a “You may X, if you don't, Y” trigger should be handled. I think it was never the intent to have these treated differently, so until you hear otherwise, I would treat these like we have historically: apply the default action immediately.
