One more detail - note that a “warning about upsetting others” here is not equivalent to a captial-W Warning issued at Competitive REL. We don't issue or track minor penalties of this type at Regular REL events. It is very much a case of telling a player that their behaviour is unacceptable, explaining why, telling them that they have to stop it and explaining the consequences if they do not stop it.

One wrinkle here that occurred to me:

Is there grounds for Outside Assistance if Abra has already sat down for
his match? Or if Abra notices that Naomi is sitting close by and shouts it
to her opponent, who has already sat for his match (obviously, OA on Abra,
not Naomi's new opponent)?

Outside Assistance is a penalty in the IPG which is not applicable at Regular REL ;)

“Asking for of providing strategic advice during a match or draft” is one of the General Unwanted Behaviours. Here you should educate the player as to why what they have done is bad, ask them to stop and warn them of the consequences if necessary. If they persist in the behaviour anyway, you can ‘reinforce this education’ with a penealty.

This is one of the great places where the conversation is very short and
gets the full weight of the risk across by just saying “if this was a
slightly more serious event I'd be handing you a match loss right now, this
isn't a good habit to develop”
