Dan - normally we use information from notes about an opponents hand when determining if a card is uniquely identifiable for Drawing Extra Cards.

It is entirely possible you have seen cases where information from a Thoughtseize was taken into account when performing a rewind. However, doing this is not supported by policy.

One reason we don't use opponents' notes when performing rewinds is that they may be inaccurate and (apart from life totals) it is not the job of a player to make sure his opponent's notes are correct. This could easily lead us to a situation where we are forced to reveal hidden information because we are trying to use inaccurate notes or memories to determine what cards “should” be known for the purposes of rewinding.

Josh did a great job of touching on this, but it's important enough that I want to re-iterate that we do NOT use information such as notes or earlier plays to see if we can identify the drawn card to downgrade Drawing Extra Cards.

The IPG very specifically, and very intentionally, specifies that we only downgrade if the identify of the card was known to all players BEFORE being placed in the hand.

It covers situations such as accidentally picking up a creature with lethal damage on it instead of putting it into your graveyard, or accidentally picking up the land off the top of your library (revealed with an Oracle of Mul Daya) rather than putting it onto the battlefield. It does NOT cover situations where a hand was previously revealed and we can try to determine what the extra card is.
