Can promo cards and other stuff be offered in finals?

Hi, all. Suppose you go to a PTQ or PPTQ. Everybody who enters gets a playmat and a foil promo card. Maybe they also get a simple stringed backpack or perhaps a deckbox.

In the finals when there are 2 people left, may these 2 players negotiate an agreement using these items - obtained from entry into the event - in addition to any packs they receive? Suppose one player wants the invite and the other player wants everything in exchange: all the packs, the playmat from the other guy, and the promo from the other guy, and the string backpack from the other guy - everything that was given out at the tourney to entried players.

I know that we have previously discussed that in sealed the sealed deck from swiss and the draft cards all CAN be given. What about the other tourney stuff?

MTR 5.2 has these 3 paragraphs that I see as relevant:
Players are allowed to share prizes they have not yet received in the current tournament as they wish and may agree as such before or during their match, as long as any such sharing does not occur in exchange for any game or match result or the dropping of a player from the tournament. As an exception, players in the announced last round of the single-elimination portion of a tournament may agree to divide tournament prizes as they wish. In that case, one of the players at each table must agree to drop from the tournament. Players are then awarded prizes according to their resulting ranking.

Players in the single-elimination rounds of a tournament offering only cash and/or unopened product as prizes may, with the permission of the Tournament Organizer, agree to split the prizes evenly. The players may end the tournament at that point, or continue to play. All players still in the tournament must agree to the arrangement.

Example: In the finals of a 1-slot Pro Tour Qualifier that offers a travel award and an invitation to the winner, the two finalists may agree to split the tournament prizes, but this agreement cannot alter the results of the match. One player must drop from the tournament, leaving the travel award and the invitation to the player who did not drop from the tournament. That player is then free to split the remainder of the prizes as agreed upon. The travel award and invitation are a single item and may not be split.
The 1st paragraph authorizes finalists to share “tournament prizes”. The 2nd paragraph states that cash and unopened product are only one form of tournament prize (thereby implicitly classifying other materials as tournament prizes). And the 3rd paragrpah again uses “tournament prizes” rather than being specific about cash/boosters.

Therefore, I believe that other stuff such as promos and playmats ARE tourney prizes and that they can be negotiated. But, that is my opinion only. What do you guys think?

A key phrase in the section you quoted is “prizes they have not yet received”; the promotional goodies you get when you register, you have already received, and thus could not be included in prize splits, nor in the bartering that often accompanies a finals match.

Well, that makes some sense. So, what happens if the TO doesn't hand out the T8 playmats until a player loses in the T8 and comes to collect his prize. In that case the playmats would not yet be part of the “already received” prizes.

Eh, but I've seen that happen only once, so that would be a very unlikly scenario, anyway. And I don't think I've ever seen the promo cards handed out that late, so yeah, they would already have been received.

Going forth a bit from this, what about promo cards that are technically given out for something different, but are really part of the prize of the event? I'm thinking specifically of the promo LotV, given out to people who attend a RPTQ - Can it be used in prize splitting the finals of a PPTQ?

As you state yourself, those foil LotVs are given out for something different, and hence are not part of the prize of the event. Don't try to lawyer too much here, just accept that there is very limited room for offers ;)
