While that's true for most scenarios, including this one, I don't think we (KP) ever promised that would always be true… ;)

but for now at least, it's a much needed assumption. Adding “investigate for cheating” to every single knowledge pool discussion doesn't contribute anything to the conversation. If the error isn't an honest mistake, I assume the kp team will tell us and we can go from there. If a scenario to test investigation skills is ever posted, I assume we'll be told that you're looking for investigation skills.
