A recentely certified L1 approached me seeking help. He is not being accepted on JudgeApps, despite having registered (more than once, from what he tells me). I would normally tell him to wait, but there are 2 factos to consider:
1 - Another L1, certified the same day as him (and by the same L2), is already on Apps.
2 - He wishes to apply for GP São Paulo 2015 (I understand that he is very unlikely to be accepted, but he should be able to apply nevertheless), and applications close next week.

I didn't promise anything, but can anybody help him?

Looks like there was a L1 from Brazil (Arthur) that submitted an account
with the wrong DCI number. He resubmitted and I just accepted his account,
so it should be okay now. If not, let me know.
