Opponent cut the deck after the other player resolved Dig Through Time

Opponent cut the deck after the other player resolved Dig Through Time

The situation (at an FNM) is as follows: Player A resolves a Dig Through Time, picks his two cards, puts the rest on the bottom of the library and puts his library back where he wanted it to be.
Player B picks up the top half of Player A's library, sets it aside and puts the bottom half on top of it. A second later, player B realizes his mistake and calls a judge.

How do you rule this? How would the ruling be different between REL Regular and Competitive?

I recommend to read this thread where this scenario has been discussed (under compeititve REL), including a (i guess you can say ‘O’ answer from our dear Uncle) how to fix the situation. I think ist reasonable to say that a lot of what have been said could be used at Regular REL as well. Without the penalties of course.
