I haven't heard anyone address this, but it doesn't matter if the TO is DCI judge. Every sanctioned event has a HJ. It's the TO if they haven't set someone else up. By running events, they have agreed to follow the rules that go along with sanctioning.

Including the instructions to not do any of these things fixes the I didn't know problem. We have to educate.
