I have an Italian player in Belgium not on either country list for the WMCQ's.

Is there a protocol for people like this? I assume he can't play?

If they log into the PWP site you'll see what country they're attached to. Also, the spreadsheet the TO has has every single layer around the world so you can search by DCI number to find the player
