And what of the players who want their friend to pick up their promo…or rather their friends, at four different RPTQs? Surely that isn't allowed, and yet I somehow doubt all the RPTQ organizers ever get on a big group email/conference call and discover that Joe Schmoe pulled this trick and got 4 Lilianas.

Seems clear to me, and easy to explain, that the player must be present to get the swag for being present.
