Seriously, there is no secret release date that we have that we're keeping to ourselves, we know as little as you do. When more information is available, I can virtually guarantee that you will hear about it through every communication channel that exists. The most recent update that I am aware of is that it is taking longer than expected, and a closed beta may start within the next month.
In the mean time, reviews and disqualification reports are available here, and advancement exams are available from your regional coordinator.
P.S.: I wonder why it was necessary to shut down old system before having a new one ready to deploy.
I see no point in speculating, since no one on this forum made this decision.
