Missing "Flip Card" in Deck

Yesterday at FNM a Player called me to his table after the Game was already over telling me that he figured out, that he did not bring his garruk relentless with him. In his Deck he used the Mark-up cards where he marked garruk but forgot to bring the physical copies. I allowed him to fix this with cards from a different Player who had garruks in the appropriate number and instructed him to be more cautious when preparing his Decks.
Since he is not playing an illegal Card I would be unsure if he had to replace the “missing” Garruks with Basic Lands if nobody in the store could have supplied him with real Garruks? Certainly he can not play with this configuration of Deck anymore. What is the appropriate fix for this?

If he cannot fix the problem (=Produce Garruks from somewhere), then yes, he would have to replace them with basic Lands.

Note that these are two-faced cards. Flip cards are something different :)

You fixed it correctly. The player came to you and honestly explained what
happened him. If instead of forgeting the card at home he had lost it
during the tournament we would apply the same fix you applied. Since he was
between rounds there's no infraction and the player could continue enjoying
the tournament.
If he realized about the problem during the round then you should
investigate for cheating. But with this information I don't think he was.
