Can players use reprinted cards between prerelease and release in tournaments?

For example, A Leyline of the Void is a modern legal card
IF a player got a couple of leyline of the voids by joining prelease events, and he wants to join in a ‘modern’ tournament with a leyline of the void(printed in Core 20) in his deck after prereleas before release Core 20, could he use them before the Core 20 is released?

A) A Leyline of the void is modern leagal and he has cards, so it is ok
B) If a block is not releaseed, cards can not be used in any tournaments

Yes. The expansion symbol printed on a physical card is irrelevant to its playability, only its name matters. (Except in some unofficial formats like Old School.)
