Has he simply “missed” his second trigger somehow? Or has he resolved his trigger(s) incorrectly?

In this situation, there were two triggers, but the player thought there was only one. That seems like he forgot one of the triggers.

I agree with Shawn. There is no reason to assume anything else: there is no illegal game state, there is no evidence that part of a trigger was skipped. Everything can be explained by GPE - Missed Trigger.

Are we at regular or competitive?

At competitive, it’s a missed trigger, end of story.



At regular I’d explain to both players what’s going on.
