704.5m If two or more permanents have the supertype world, all except the one that has been a permanent with the world supertype on the battlefield for the shortest amount of time are put into their owners’ graveyards. In the event of a tie for the shortest amount of time, all are put into their owners’ graveyards. This is called the “world rule.”
Is this rule asking how long the permanent of supertype world has been on the battlefield as a permanent?

Or is it asking, how long has each permanent been on the battlefield as supertype world?

Todd, as it is written I would say that it asks for how long the permanent has the supertype world. So in this case, all of them will be put into their owner's graveyard. Concordant Crossroads has the longest amount of time being World so it goes to the graveyard. The three others are tied so they all goes to their owner's graveyard as well.

It's asking how long the permanents have been worlds. So if several non-worlds become worlds at the same time, they all go to the graveyard.

if that's the intent then they should change the wording from…
all except the one that has been a permanent with the world supertype on the battlefield for the shortest amount of time to…
all except the permanent that has had the world supertype for the shortest amount of time

the phrase on the battlefield is redundant because we're talking about permanents anyways and it only serves to confuse the meaning

“has been a permanent with the world supertype…” is unambiguous imho.
However, your sentence flows much better and is easier to read, so I would
support such a change.

I know Todd is already a regular there, but for anyone else who might read this, the most appropriate place to make suggestions for changes to current rules is the WotC Rules Theory & Templating forum. That way it will reach the people who actually have the capacity to make such changes. :)
