Anson is playing against Noah. Anson controls a Quest for Pure Flame with four counters on it. Noah controls a Scavenging Ooze with one counter. Anson casts Blazing Salvo, targeting Scavenging Ooze. Noah chooses to have Blazing Salvo deal 5 damage to him instead. Can Anson at this point sacrifice Quest for Pure Flame to deal 10 damage, or has that opportunity already passed?

No they cannot. The choice of whether or not to take the damage happens while the Salvo is resolving. No one gets priority while a spell or ability is resolving. If Anson wanted to sac the Quest, they would have to do so before the Salvo resolves, and before knowing if their opponent will take the damage instead of the creature.
