Hi! If a player is a monarch and game restarted with Karn Liberated ability? Will be player still monarch after restarting?

Restarting the game causes the current game to end immediately, and begins a completely new game. Just as when starting any other new game, no player will be the monarch in this new game since no effect has yet instructed a player to become the monarch.
