Two players choosing replacement effct orders at the same time

I am digging deep into replacment effects. The included cards are Chains of Mephistopheles, Divination, Notion Thief and Alms Collector.

All cards are controlled by different players, sitting in that order.

Player B casts Divination, Alms Collector is applied first. So the event is at this point
“P2 draws a card. P4 draws a card.”

We are about to apply Chains and Thief. But who chooses which one is applied first?

I found this rules section:

616.1 If two or more replacement and/or prevention effects are attempting to modify the way an event affects an object or player, the affected object’s controller (or its owner if it has no controller) or the affected player chooses one to apply, following the steps listed below. If two or more players have to make these choices at the same time, choices are made in APNAP order (see rule 101.4).


Does this mean that the players can choose to apply the replacement effects in different order?
Is “Player X draws a card” to be interpreted as Player X is affected by that event?
