What happens if some (but not all) targets of
Twinflame are illegal at resolution (maybe they were removed in response)
My understanding of 608.2b seems to say that we should put copies of the now illegal targets (as we can determine information from illegal targets), but it feels wrong. Unless “Choose any number of target creatures you control” is an action performed on resolution. In that case, could the caster decide not to put some tokens out if circumstances change?
