WER-1st tiebreaker calculation

hello everybody!

Did WER changed 1st tiebreaker (OMW percentage) calculation? When?

Back in the years, even the player with less points than 1/3 of the maximal number of points, counted as though he had 1/3 of the maximal number of points.
Example-4 rounds tournament, maximal number of points was 4x3=12 points. Players with less than 4 points (1/3 of the maximal number of points) were treated as players with 4 points.

Now, the WER shows slightly worse calculation of OMW for all players paired against players with less than 1/3 of the maximal number of points. Can someone explain or link this algorithm?

The change was made in the MTR in roughly the 2008 timeframe, before WER was released. (it may have just been a clarification of the adjustment around this time, I'm not too positive how well I remember that) This change adusted the minimum tiebreaker to be 33.0%, when it was previously 33.33(repeating)%, or 1/3.

WER implemented the minimum tiebreaker to be this new 33.0%, while DCI Reporter continues to use the previous minimum.

If you are scorekeeping an event that is not a Grand Prix main event, then do not use DCIR.
DCIR is no longer supported and its use is extremely restricted as it requires several layers of manual steps to process them.

Andy: we encountered this problem at local FNM, when computer broke down and I was forced to use my old tiebreaker knowledge to determine the tournament winner with 4 people sitting at 6 points each-well something changed from the times when everybody was dealing with tiebreakers manually :-)
