OK, got confirmation - this new & unusual wording on
Meandering Towershell does mean that, if some effect causes you to skip your next combat, then the big Turtle is likely gone forever.
Previously, an effect like this might have been worded “at the beginning of your next Declare Attackers step”, which means that it would trigger the next time you did NOT skip Combat. The “next” in this trigger, however, refers to your next turn - and doesn't care if that turn includes a Declare Attackers step, or not.
