Basic Lands in Non-Conspiracy-draft Limited

In constructed, a deck may contain any number of basic land cards (CR 100.2a).
In a conspiracy draft, a deck may contain any number of basic land cards (CR 905.1d).
In a limited tournament, players may use any number of basic lands (MTR 7.3).

The ability to use basic lands in a non-tournament limited setting is in the definition of “Card Pool” and “Draft” in the glossary.

Are basic lands legal in non-tournament limited setting that isn't a conspiracy draft?
(My real question: can CR 100.2b be changed to mention basic land cards?)
