-Sample case and question
Ada cast Flames of the Firebrand targeting Nike's two Phantasmal Bears and one Birds of Paradise.
After two bears are sacrificed, Nike activated Spellskite's ability targeting Flames of the Firebrand.

On resolution of Spellskite's ability, Can he change a target of Flames of the Firebrand?

114.6a says all targets must be legal after targets are changed, and in this case Nike can't make all targets legal.
114.6b is following, but I could't read all targets still must be legal or only a changed target must be legal.
114.6b If an effect allows a player to “change a target” of a spell or ability, the process described in 
rule 114.6a is followed, except that only one of those targets may be changed (rather than all of
them or none of them).

Ada cast Travel Preparations targeting Viscera Seer and Spike Feeder.
Nyke activated Spellskite's ability targeting Travel Preparations.
In response, Ada sacrificed Viscera Seer.

On resolution of Spellskite's ability, can he change a target Spike Feeder to Spellskite,
or must he change a target Viscera Seer to Spellskite?

It will change.

114.6b says in essence to ignore any parts of 114.6a that talk about multiple targets being changed - this includes checking that all targets are legal after the changes. You only check the target that you're changing.
