Containment Priest and an already-exiled commander

Clairification please:
(this came up in rules chat)

Player B's commander has been targeted by a Fiend Hunter's ETB exile trigger. Player B, holding a Lightning Bolt, allows his commander to be exiled. Later Player B casts his Lightning Bolt targeting the Fiend Hunter, and Player A responds by flashing-in a Containment Priest.

Does Player B have the opportunity to move his commander to the command zone when the LTB trigger from Fiend Hunter Resolves? …same thing if they had a Banisher Priest and waited this long?

One opinion was that because it won't be changing zones at all, there is no opportunity to replace its movement. CR400.8 seems to imply there would be no zone change.

Yes, Player B will be able to move his commander to the command zone, in both scenarios. The commander replacement is indeed applied when exiling an already-exiled card.
