Yixlid Jailer and Flashback

Do the new rules changes to casting a spell mean that Yixlid Jailer no longer prevents cards from being cast for their Flashback cost?

From what I can tell from the new 601.2 rules, the legality of the cast spell isn't checked until the spell is on the stack. When a spell is on the stack, it isn't affected by the Jailer, so it has Flashback; it doesn't matter that the spell did not have flashback when it was originally in the graveyard.

Is this correct?

Nope, the rules have not changed here. You are still unable to cast a spell via flashback with the Jailer on the battlefield.
