Suppose an opponent has a spirit of the labyrinth on the battlefield and you cast cryptic command on your first main phase to bounce the spirit of the labyrinth and draw a card. Do you draw a card?

You follow the instructions in the order they're printed on the card. First, you return the targeted permanent to its owner's hand. Then you draw a card. Since the Spirit is not on the battlefield when the card would be drawn, it won't apply and you'll be able to draw like normal.
