At what point does there need to be a creature on the battlefield for Death's Presence to function? If someone casts Supreme Verdict and the enchantment's controller controls an indestructible or regenerating creature, that seems to work fine, but what if there is a Thragtusk or an Undying creature on the field? Does ithe new creature arrive in time to catch the counters from the other dead creatures or does Death's Presence fail to trigger for lack of a target?

In my opinion, let's say with Thragtusk. The creature dies, the trigger goes on the stack (to put the 3/3 in play), Death's Presence checks to see if there is a legal target, there is not, then the Thragtusk trigger resolves putting a 3/3 in play - thoughts?

Tony has hit the nail on the head. Death's Presence's ability targets, and the target must be chosen when the ability is put on the stack. At that moment there is no legal target available, so the ability is removed from the stack immediately.

I'll make it Official - Tony and Carsten are correct.

I'll also note that you can put those two abilities on the stack in whatever order you want - but you have to choose a legal target for Death's Presence when the ability is put on the stack, so it doesn't matter in which order they'll resolve.
