If I control a Thelon's Chant and a Urborg, Tomb of Yawgmoth and my opponent plays an Island - does that trigger.

I saw this question on Judge Chat and there seemed to be some debate. I posted it on Regional Slack and there was some back and forth on there too.

611.3c was discussed as a possible reason why it SHOULD trigger, but Thelon's Chant card specific ruling gave pause to that.
